Job Posting: Research Analyst, Scientific Data Management
Overview:
The IDA Science and Technology Policy Institute (STPI) is a nonprofit, federally funded research and development center that provides analytical support to the White House Office of Science and Technology Policy (OSTP) and the federal agencies.
STPI takes pride in the high caliber and timeliness of its analyses, which are produced in an atmosphere that encourages independent thinking to achieve objective results. Work at STPI often involves multidisciplinary research in diverse teams. Strong oral and written communications skills are essential. STPI staff work closely and regularly interact with federal sponsors.
STPI works across all areas of science and technology policy, including energy and the environment, Earth observation, space, biological sciences, nanotechnology, engineering, national security, economics, and statistics, among others.
Responsibilities:
STPI is interested in hiring a Research Analyst with experience in scientific data management with an interest in improving the discoverability, accessibility, and usability of federal scientific data holdings for expanded use within the government, scientific community, and public. The Analyst is expected to work with staff of OSTP and the agencies to develop, implement, and refine policies and practices that support the efficient management and dissemination of scientific data. The Analyst must be a strong writer and able to communicate clearly and effectively with federal policy makers. In addition to technical experience and competence, candidates must also possess a strong interest in applied policy research.
Qualifications:
- Qualified candidates for the position must have at least five years of demonstrated experience in managing scientific data and hold an advanced degree (MA/MS or PhD) in a physical, social or behavioral science or engineering discipline.
- Candidates must understand the life cycle of scientific data from acquisition, calibration and validation, and curation through storage, analysis, and dissemination. Candidates must also understand the challenges associated with heterogeneous data, data interoperability, data cataloging, and data fusion.
- Experience with data-intensive science and engineering, open data, metadata standards, data visualization, and application programming interfaces is desired.
