We are seeking creative Scientific Analysts to aid in designing, conducting and managing innovative quantitative analyses for research evaluation and performance management. The position offers challenging hypothesis-driven projects for professionals with a scientific background and a desire to become a leader in the area of data-driven science management. Located in Rockville, MD, the Scientific Analyst will have responsibilities that include, but are not limited to:
- Collaborating with a diverse group of subject matter experts, executives and managers to produce client-focused decision support content and methodology.
- Contributing to the design and implementation of research projects and studies, including analysis and client support, as a member of a team that delivers information and consulting services to clients.
- Communicating complex research findings and innovative methodologies to clients clearly and effectively within designated budget and timeframe, through written research reports, data visualizations, client or conference presentations and peer-reviewed journal publications.
- Consulting with clients to define their needs and ensuring delivery of services are completed within agreed upon timeframes.
- Implementing bibliometric and scientometric measurements of research performance
- Manipulating and analyzing large data sets, preferably in relational databases using SQL queries.
- Following and contributing to project plans, schedules and milestones while adhering to standard processes and methodologies.

Qualifications
The best candidate will have a minimum of 2 years of balanced experience within the following core competencies:
Education:
Masters degree (required) in Computer Science, Engineering, Economics, Life Sciences, Mathematics, Statistics, Physics, Chemistry, or a related field; candidates with a PhD in any of the aforementioned research disciplines preferred.
Skills and Experience:
An understanding of or experience in research and citation data as well as familiarity with bibliometric and scientometric methods is highly desired for this position, in addition to the following skills:
- Excellent verbal and written communication skills with the proven ability to present research and innovative methodologies.
- Ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high level information into details (and conversely to move from fine details to high level findings) and to distinguish user requests from underlying true needs.
- Scientific and/or technical writing experience and editing skills as well as careful attention to detail.
- Data visualization expertise, including experience of network charting, a plus.
- Relevant, on-the-job experience manipulating large data sets using MS Access, SQL, C# or related languages or VBA highly desired.
- Familiarity with statistical analysis including multivariate regression on continuous, count, dichotomous, categorical and/or survival time outcomes preferred.
- Experience with SAS, SPSS, STATA, R, Python, Mathematica, Apache Hive and/or MATLAB, a plus.
Project Collaboration:
- Ability to professionally interact and collaborate with diverse groups including customers, executives, managers, and subject matter experts.
- Experience with estimating work, meeting deadlines, staying within budget, delivering high-quality, follow though, and planning for risks/limitations.
- A proven track record in successfully planning and organizing oneself, others and projects
