Job Opportunity: Program Officer, The California Health Care Foundation, Oakland CA

The California Health Care Foundation (CHCF) is hiring a Program Officer to work across the foundation to lead efforts toward assessing and reporting on the effectiveness of the foundation's program and grantmaking activities. CHCF is dedicated to advancing meaningful, measurable improvements in the way the health care delivery system provides care to the people of California, particularly those with low incomes and those whose needs are not well served by the status quo. We work to ensure that people have access to the care they need, when they need it, at a price they can afford. 

 

Position Overview: This position is based in our Oakland office. The program officer will report to the Director of Learning and Impact. The incumbent  will serve as an expert on strategy, program evaluation, and organizational learning and will partner with program teams to develop and manage a portfolio of grants to evaluate and learn from the foundation's work.

As part of the Insight, Analysis, and Impact unit at CHCF, the Foundation Learning and Impact team works across the organization to support colleagues in designing and delivering effective strategies that drive improvements in the health care delivery system in California. This includes building and improving systems that advance internal and external learning and knowledge management, developing and monitoring metrics for impact assessment, and working with colleagues to ensure every dollar the foundation spends is deployed effectively in service to our goals.

Qualifications

  • Master's degree in a health field, public health, public policy, or related area preferred, bachelor's degree required
  • Minimum five years of relevant work experience that includes a background in data analytics and a working knowledge of health care delivery
  • Expertise in strategy, learning, and/or program evaluation in health care, foundation, and/or other nonprofit settings
  • Excellent analytical and critical reasoning skills, proven problem-solving ability, and comfort with strategic ambiguity
  • Strong project management skills, with demonstrated experience managing complex projects involving a variety of stakeholders
  • Proven expertise with data analysis and ability to draw critical insights from complex data sets
  • Strong writing and communication skills, with an ability to translate complex ideas into clear, easy-to-understand concepts
  • Excellent interpersonal and collaboration skills
  • Superior administrative, organizational, and time management skills with a strong sense of priorities and objectives
  • Proficiency with Microsoft desktop applications, including the most recent versions of Word, Excel, and PowerPoint
  • Conscientious approach to problem identification and resolution with an ability to anticipate needs, recommend options, and implement solutions
  • Able to effectively build relationships with, and influence, staff on all levels inside and outside of the organization
  • Creative, enthusiastic, independent, and results-oriented, with a high degree of initiative
  • Prior experience in a philanthropic organization a plus
